Mission of the Committee

The Community Outreach Committee (COCO) of the League of Women Voters of Snohomish County is committed to expanding civic engagement and voter education in underserved and under-represented communities. We recognize that systemic barriers, historical injustices, and ongoing disparities have led many residents—particularly in marginalized communities—to feel excluded from the democratic process.

We believe that democracy thrives when everyone participates—and that participation begins with trust, respect, and representation. Through culturally responsive outreach, community partnerships, and persistent listening, COCO seeks to transform skepticism into empowerment and apathy into action.


Objectives:
  • Build trust in the importance and value of engaging in the democratic process.
  • Foster empowerment through increased understanding of the voting process and why it’s important for BIPOC (Black, Indigenous, and People of Color) individuals to make their voices heard.
  • Address fears and concerns around civic participation.
  • Amplify voices that feel powerless by promoting education, dialogue, and advocacy.
  • Be present in BIPOC communities by actively participating in their events.

Our Work

  • COCO just completed a push to register future voters in our area high schools.  We engaged over 1700 students in conversation about voting over the course of this activity. We preregisterd 800 students to vote through our QR codes designed to connect students directly with voter registration.
  • We intend to engage students more directly by following up with the schools in September and October of 2026. We will seek to speak with students in civics classes, where we can talk with smaller groups about the crucial need to vote in our upcoming elections.
  • We are also preparing to contact churches centered in underserved communities to encourage participation in the electoral process. Our goal is to have League representatives attend church services and share information and resources that promote civic engagement and education. In addition, we will listen to their needs and work to address those needs as we are able.
  • We are in the process of approaching Union Affiliates in Snohomish County to schedule voting drives in preparation for participation in our November 2026 Mid-term elections. These will involve procuring invitations to register voters at monthly meetings between now and November 2026.
  • Depending on volunteer support, we will participate in festivals and events in the spring and summer.
Our Volunteer Needs

We are currently seeking League members to support COCO’s mission in the following positions:
  • Co-chair for COCO: This person needs knowledge of (or a willingness to learn) the LWVsnoho.com website. Must have organizational skills, be detail-oriented and enjoy interacting with diverse cultures.
  • Table captain: We need additional table captains so that we can continue and potentially increase the number of outreaches we can reasonably manage in Snohomish County. We will make sure that you have participated in multiple events as a volunteer under an experienced table captain before taking over this position.
  • Event-specific volunteers: We always need volunteers to participate in our outreach events. You will learn this job under the supervision of experienced table captains. Our tables generally require one table captain and three volunteers per event.
  • Database organizer: We need volunteers who can maintain the COCO database of volunteers and the organizations we serve, including the contacts at these organizations.
